A 12-member high-level delegation of the Bangladesh Civil Service called on Chief Secretary Sindh Asif Hyder Shah in on Monday

KARACHI, (APP - UrduPoint / Pakistan Point News - 4th May, 2026) A 12-member high-level delegation of the Bangladesh Civil Service called on Chief Secretary Sindh Asif Hyder Shah in on Monday.

The delegation comprised senior officers of Grade 20 and 21 from various departments of Bangladesh, who are visiting Karachi as part of a special training programme.

The meeting was also attended by the Chairman Planning and Development Board, Secretary Planning, Director General Public Private Partnership and other senior officers.

During the meeting, the delegation was briefed on the development vision of the Government of Sindh, Annual Development Programme 2025-26, Public Private Partnership initiatives, post-flood rehabilitation projects, infrastructure development, social protection, agriculture, irrigation, mass transit and urban service delivery.

The delegation was informed that the Government of Sindh has formulated its development priorities for 2025-26 under a comprehensive and people-centric strategy.

The strategy focuses on resilient infrastructure, climate adaptation, rehabilitation of flood-damaged education and health facilities, improvement of agricultural productivity and value chains, strengthening of irrigation infrastructure, provision of clean drinking water, safe disposal of sewerage, improved connectivity between major cities and towns, mass transit systems for urban centres, poverty reduction and achievement of Sustainable Development Goals.

It was briefed that the total development outlay for ADP 2025-26 stands at Rs1018 billion. This includes Rs520 billion for Provincial ADP, Rs366.75 billion under Foreign Project Assistance, Rs76.17 billion under Federal PSDP and Rs55 billion for District ADP. Under the Provincial ADP, Rs333 billion has been allocated for 3162 ongoing schemes, Rs67 billion for 473 new schemes and Rs120 billion for special initiatives.

Speaking on the occasion, Chief Secretary Sindh Asif Hyder Shah said that the Government of Sindh is pursuing a development agenda based on public needs, transparency, sustainability and climate resilience.

He said that after the devastating floods of 2022, rehabilitation and reconstruction of affected areas remained one of the top priorities of the provincial government. The Chief Secretary said that the Government of Sindh is focusing on rehabilitation of roads, water supply schemes, education and health facilities, irrigation infrastructure, housing reconstruction and social protection programmes.

He said that the Sindh People’s Housing for Flood Affectees programme is one of the largest reconstruction initiatives, under which flood-affected families are being provided safe, resilient and climate-friendly housing facilities.

Asif Hyder Shah further stated that international development partners, including the World Bank, Asian Development Bank, Islamic Development Bank and other institutions, are supporting major development and rehabilitation projects in Sindh. He said that Foreign Project Assistance has played an important role in accelerating infrastructure development, post-flood recovery and service delivery reforms in the province.

The Chief Secretary also highlighted that the Government of Sindh is effectively using the Public Private Partnership model to implement key development projects in a transparent and efficient manner. He said that the objective of the provincial development agenda is not only to complete infrastructure projects but also to bring a meaningful improvement in the quality of life of the people.

The Bangladesh Civil Service delegation appreciated the development initiatives of the Government of Sindh and expressed keen interest in the province’s post-flood rehabilitation programme, public-private partnership framework and climate-resilient infrastructure strategy.

The delegation observed that Sindh’s development experience and policy approach could serve as a useful learning model for regional cooperation and administrative capacity building.
