Balochistan High Court orders progress report on Quetta road and N-25 projects

QUETTA, (UrduPoint / Pakistan Point News - 27th Feb, 2026) A two-member bench of the Balochistan High Court, headed by Chief Justice Muhammad Kamran Khan Mulakhail and Justice Muhammad Najam-ud-Din Mengal, has sought a detailed progress report on the construction of the Science College–Hockey Chowk to Sariab Railway Crossing road and related infrastructure.

The court directed authorities to ensure completion within the stipulated time-frame. During the hearing, Additional Chief Secretary (Development) Zahid Saleem informed the bench that rapid progress is being made on the main corridor (MCW) from Akram Hospital to Imdad Chowk and onward to Hockey Chowk.

He reported that work on the asphalt base course, service roads, cross drainage systems, U-turns, and other structural components is advancing at an accelerated pace.

The main asphalt road is expected to be completed before Eid-ul-Fitr. Service roads, the asphalt base course, and ancillary works are scheduled for completion between April 15 and April 30, 2026.

The Project Director apprised the court that the storm-water drainage component is 98 percent complete, with 15,675 meters finished out of a total 15,905 meters. Only 230 meters remain pending.

Progress has been slowed by delays in relocating gas pipelines. Officials from Sui Southern Gas Company Limited (SSGCL), including Manager Litigation Makhdoom-ur-Rehman and Engineer Sameer Ali, assured the bench that relocation would be completed promptly.

The court directed a joint site visit between the Project Director and SSGCL officials to resolve excavation and technical issues without delay. The bench was informed that judicial restrictions on stone crushing and asphalt plants around Quetta had created logistical hurdles. To maintain continuity, an asphalt plant has been established on Kach/Hanna Road.

Following complaints, the SHO of Cantt Police Station highlighted operational obstacles. The court instructed the Advocate General’s Office to ensure no obstruction to the project and directed the DIG Police, Quetta Range, to enforce compliance with court orders.

The bench ordered the Additional Chief Secretary (Development) to continue overseeing the project and submit a comprehensive progress report, including photographic evidence, at the next hearing.

Separately, a progress report was presented on the dualization of the N-25 highway from Karachi to Chaman. Authorities confirmed that work is ongoing and will be completed within the prescribed deadline.

However, overhead bridges at Gahi Khan Chowk and Sariab Customs fall under a separate scheme of the C&W Department, and the court has sought a report on those projects as well. The case was adjourned until March 5, 2025, with directions to circulate copies of the court order to relevant authorities for strict compliance.
