ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 27th Jul, 2026) The Islamabad High Court (IHC) has dismissed a petition filed by Punjab University Professor Dr Muhammad Zeeshan Danish challenging his premature repatriation from Pakistan Bait-ul-Mal, declaring the Establishment Division's notification to be lawful.
In a written judgment, Justice Inaam Ameen Minhas held that an employee serving on deputation has neither a fundamental nor a legal right to continue serving in the borrowing department.
The court observed that deputation was a temporary administrative arrangement governed by public interest and the operational requirements of the concerned institutions.
<?php /*?> <?php */?>It further held that once a regular officer became available and was appointed to the post, there was no legal requirement to retain the deputationist in that position.
The judgment stated that following the promotion and appointment of Shabana Rahman as Director General of Pakistan Bait-ul-Mal, the decision to repatriate Professor Dr Muhammad Zeeshan Danish to his parent department was lawful and justified.
The court also ruled that premature repatriation from deputation neither amounts to a punishment nor required the issuance of a prior show-cause notice.
