QUETTA, (APP - UrduPoint / Pakistan Point News - 10th Jun, 2026) The Standing Committee on Women Development of the Balochistan Provincial Assembly reviewed a proposal to establish model safe homes in two districts instead of seven, under a project with an approved cost of Rs. 240 million.

Officials briefed the committee that the original plan envisioned construction of safe homes in Quetta, Loralai, Zhob, Sibi, Naseerabad, Rakhshan, and Kalat. The initiative aims to provide secure and dignified shelter for women facing violence, abandonment, or hardship, along with their children.

According to the briefing, the safe homes would offer not only accommodation but also counseling, legal assistance, childcare, and rehabilitation services under one roof, creating a supportive environment for vulnerable women. However, dividing the Rs. 240 million across seven districts would allocate only about Rs. 34 million per district — insufficient for building high-standard facilities.

Therefore, officials suggested constructing two fully equipped model safe homes in the initial phase, with Rs. 120 million allocated per district.

The committee emphasized that these model safe homes would serve as a benchmark, ensuring protection, privacy, dignity, psychological support, legal aid, and rehabilitation services for women. They could later be expanded to other districts as part of a phased strategy.

It was further noted that the Industries and Commerce Department has been proposed as the executing agency, since the Communications and Works Department is currently overburdened with responsibilities.

The committee recommended approval for constructing two model safe homes in Zhob and Kharan, with the phased expansion of the project to other districts after successful completion of these pilot initiatives.
