Court restrains Sindh Finance Department and other authorities from taking further action in this regard
KARACHI: (UrduPoint/UrduPoint / Pakistan Point News-March 24th, 2026) The Sindh High Court (SHC) Constitutional Bench on Tuesday ordered a halt to deductions from teachers’ salaries and pensions, issuing a stay order until the next hearing.
The court also restrained the Finance Department and other authorities from taking further action in this regard and issued notices to the Education Department and other respondents.
The bench was hearing a petition challenging the withdrawal of time-scale benefits and other allowances granted to teachers. The court directed that the petition be clubbed with previously filed similar cases for consolidated proceedings.
During the hearing, the court instructed that no forced recovery should be made from teachers’ salaries or pensions until the next date of hearing.
Counsel for the petitioners, Mukesh Kumar, argued that the court had already issued orders in similar matters and that the current interpretation of those orders by the authorities was incorrect.
He further stated that the petitioners include both serving and retired teachers from the education department, belonging to cadres such as drawing teachers, physical training instructors, and workshop instructors, who had been granted promotions and upgradations under applicable rules during their service.
Mukesh Kumar added that under the Sindh government’s time-scale policy, salaries were being paid from Grade 15 to 20, but the Finance Department, in a letter dated January 21, directed the withdrawal of time-scale benefits and recovery of excess payments. Following this, the school Education Department also issued a notification to implement the directive.
He maintained that deductions from salaries and recovery of previously paid amounts are unlawful, adding that several affected teachers have already retired.
