KARACHI, (UrduPoint / Pakistan Point News - 19th Feb, 2026) Sindh Chief Minister Syed Murad Ali Shah has approved the development of a Special Employment Exchange Job Portal and a Grievance Redressal System to streamline employment opportunities and institutional support for persons with disabilities (PWDs) across the province.

The decision was taken during a high-level meeting at the CM House on Thursday, where the chief minister underscored that empowering PWDs through technology and institutional support is a cornerstone of the Sindh Empowerment of Persons with Disabilities Act, 2018.

The chief minister said that the Sindh Empowerment of Persons with Disabilities Act, 2018, lays down a comprehensive legal framework to safeguard the rights and dignity of PWDs and ensure their full inclusion in society. Under the law, the Sindh government is mandated to provide legal protection and equal opportunities to PWDs in education, employment, healthcare and public life, with the overarching aim of enabling their independent and dignified participation in mainstream society, Shah said.

He added that the Act also calls for the establishment of dedicated institutions and support systems across the province, including the creation and maintenance of a centralised database of PWDs and the issuance of official disability certificates and cards.

Important provisions include enforcement of a 5 per cent employment quota for PWDs in every government department, implementation of inclusive education policies, province-wide awareness campaigns and submission of annual progress reports to monitor compliance and impact.

The legislation reflects Sindh’s commitment to rights-based governance and inclusive development, placing disability empowerment at the core of the province’s social policy agenda, the chief minister said.

After a thorough discussion, CM Murad Ali Shah approved collaboration with the Sukkur Institute of business Administration (IBA) to develop a dedicated job portal.

The system will feature AI-based job matching and multilingual support in urdu, Sindhi and English to ensure inclusivity. “Our vision is a Sindh where persons with disabilities are empowered as decision-makers and contributors, shaping a society that values each individual's unique potential,” he stated.

The chief minister highlighted that the portal will directly connect the Sindh government with PWDs, ensuring transparency and efficiency. “We have linked both together through this platform to ensure merit-based recruitment across all provincial departments,” he remarked.

A new digital system will also be integrated to handle complaints, ensuring that the rights of PWDs are protected and their issues are addressed promptly.

The chief minister reviewed the progress of the Government Special Education and Rehabilitation Centre in Kambar. The newly constructed building spans 6,000 square feet and includes 10 specialised rooms across two floors.

Following a proposal by the Marie Adelaide Leprosy Centre (MALC) and an endorsement from the regional director of DEPD Larkana, the facility will serve as a specialised rehabilitation centre for children with developmental disabilities, with a particular focus on neurodivergence.

Referring to the partnership with MALC, the CM stated: “This centre stands as a beacon of hope and a testament to our collective commitment to support children facing physical and neurodevelopmental challenges.”

The digital systems project will follow a rigorous timeline, with the system prototype expected by February 2026 and the full job portal and grievance redressal modules becoming operational by May and July 2026, respectively.
