ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 24th Jun, 2026) A high-level defence delegation from the Russian Federation, led by Lieutenant General Iskuskov Oleg Ivanovich, Deputy Chief of the National Defence Management Center, visited the National Emergencies Operation Center (NEOC) at the National Disaster Management Authority (NDMA) Headquarters in Islamabad on Wednesday to review Pakistan’s disaster management capabilities and explore avenues for enhanced bilateral cooperation in disaster risk reduction, emergency preparedness, and humanitarian response.
The Russian delegation, comprising senior military officials including Colonel Koliuzhin Nikolai Nikolayevich, Colonel Davydova Elena Aleksandrovna, Colonel Ulzutuev Evgenii Vladimirovich, and Captain Inkov Denis Olegovich, was briefed on NDMA’s evolving disaster management framework and the operational capabilities of the National Emergencies Operation Center.
During the visit, NDMA officials highlighted Pakistan’s shift from reactive disaster response to a proactive disaster risk management model, driven by advanced technologies, anticipatory planning, and data based decision-making aimed at strengthening national resilience against natural and human-induced hazards.
Chairman NDMA Lieutenant General Inam Haider Malik, HI (M), outlined key initiatives undertaken by the authority to enhance disaster preparedness, strengthen early warning systems, and improve coordination among Federal and provincial institutions as well as international partners.
He also shared NDMA’s vision for employing next-generation technologies to develop more accurate Disaster Early Warning (DEW) systems and strengthen emergency response mechanisms.

Discussions focused on localized risk communication, anticipatory action planning, resource mobilization, and international cooperation for effective disaster response.
As part of the visit, the Russian officials were shown “Disaster Lens 2026” and briefed on the Comprehensive International Simulation Exercises (CISE), initiatives designed to enhance preparedness and strengthen response capabilities through innovation, technology, and international collaboration.
The Russian delegation appreciated NDMA’s modern disaster management approach and operational readiness, acknowledging Pakistan’s efforts to integrate technology and strategic planning into disaster risk reduction.
Both sides expressed a strong commitment to expanding cooperation in disaster management and humanitarian assistance, while reaffirming the importance of strengthening institutional linkages to address the growing challenges posed by climate change and complex disasters.
The visit concluded with a shared resolve to deepen collaboration and exchange expertise in building resilient communities and enhancing emergency response capabilities.
