BAHAWALPUR, (APP - UrduPoint / Pakistan Point News - 17th Jun, 2026) Commissioner Bahawalpur Division Irfan Ali Kathia has said that the Primary objective of the Revenue Courts Management System (RCMS) is to eliminate the traditional file-based culture and ensure the provision of modern, transparent, and speedy justice to citizens.
He stated that the Punjab government is undertaking significant reforms in revenue courts, and the RCMS will serve as a major milestone in this transformation. He expressed these views while briefing members of the legal fraternity on the Revenue Courts Management System during a ceremony held at the District Court library, Bahawalpur. Deputy Commissioner Syed Hassan Raza, Additional Commissioner Revenue Muhammad Shafiq, Additional Commissioner Settlement Farooq Dogar, Additional Deputy Commissioner Revenue Shagufta Jabeen, Assistant Commissioner Bahawalpur City Iqra Mubeen, Assistant Commissioner Bahawalpur Saddar Hamza Ehtesham, and other officials were also present on the occasion.
Commissioner Kathia noted that in the past, citizens often had to visit multiple offices repeatedly to pursue cases and appeals. Under the new digital system, however, all key processes, including case registration, tracking, hearings, and judgments, will be conducted online. He emphasized that the system will provide citizens with cost-effective, accessible, and timely justice. He further stated that the Punjab Government is committed to addressing the longstanding issue of cases that remain pending for years, and in some instances, across generations. The implementation of RCMS, he said, will enhance transparency in judicial proceedings and enable citizens to monitor the progress of their cases from their homes.
The Commissioner informed participants that residents of Bahawalpur Division will be able to file appeals and applications online 24 hours a day, seven days a week.

He described the initiative as a revolutionary reform that will modernize the functioning of revenue courts and significantly improve public access to justice.
During the event, District Bar Association Bahawalpur President Sheikh Khurshid Ahmad Sahu and General Secretary Muneeb-ur-Rehman Bhatti apprised the Commissioner of issues facing the legal community. Lawyers highlighted concerns related to court administration, shortage of parking facilities, lack of chambers, and other operational matters. Responding to the concerns raised, Commissioner Irfan Ali Kathia assured the legal fraternity that practical measures would be taken to address the shortage of parking spaces and chambers. He said the district administration and relevant departments would extend full cooperation in resolving the legitimate issues faced by lawyers to facilitate the smooth functioning of judicial affairs.
Members of the legal community welcomed the introduction of the Revenue Courts Management System and expressed optimism that it would contribute significantly to the timely disposal of cases and improve access to prompt justice for the public. At the conclusion of the ceremony, District Bar Association President Sheikh Khurshid Ahmad Sahu and General Secretary Muneeb-ur-Rehman Bhatti presented honorary shields to Commissioner Bahawalpur Division Irfan Ali Kathia, Deputy Commissioner Syed Hassan Raza, Additional Deputy Commissioner Revenue Shagufta Jabeen, Assistant Commissioner Bahawalpur City Iqra Mubeen, and Assistant Commissioner Bahawalpur Saddar Hamza Ehtesham in recognition of their services and support.
