Bulk of funds earmarked for salaries, pensions as development outlay stays limited

The Karachi Metropolitan Corporation (KMC) will present its budget for the fiscal year 2026–27 on June 28, with a total outlay of Rs60.45 billion and a modest surplus of Rs44.9 million.

According to budget documents available with The Express Tribune, total expenditures have been estimated at Rs60.40 billion, slightly below the projected receipts.

The KMC expects to receive Rs37.38 billion in provincial grants from the Sindh government, forming the bulk of its revenue. An additional Rs9 billion will come under the District Development Programme, while Rs2.80 billion is projected from land-related income, Rs1.25 billion from recoveries, and Rs551.6 million from the estate department.

On the expenditure side, the largest allocation - Rs37.29 billion - has been earmarked for establishment costs, including salaries and administrative expenses. The engineering department will receive Rs9.27 billion, followed by Rs7.75 billion for health and medical services and Rs6.41 billion for municipal services.

A whopping Rs18.21 billion has been allocated for pension liabilities, including a bailout package for pensioners.
