ISLAMABAD, (UrduPoint / Pakistan Point News - 16th Mar, 2026) A larger bench of the Islamabad High Court (IHC) on Monday withdrew the stay order and ordered the institutions, including the federal police, to make recruitment in Islamabad according to the old quota system.
A larger bench headed by Chief Justice Sardar Sarfraz Dogar heard the petition related to the jobs quota system in the institutions of the federal capital. Advocate General Islamabad Shaukat Ayaz, Federal Police Director Law Tahir Kazim and DSP Legal Sajid Cheema appeared in the court.
The petitioner’s lawyer said that a citizen of Islamabad does not have the right to be recruited in the Punjab Police, but recruitment is also done in Islamabad from other provinces. The Chief Justice said that when the federation was formed, people came from all over the country and settled there.
Recruitments have been stopped since 2024, and people are not getting jobs.
Referring to various court decisions, Advocate General Islamabad said that the people of all four provinces will be affected by the end of the quota system.
Advocate Wajid Gilani said that our issue is not about the provinces, only about those domiciled in Islamabad. Now, the records of recruitments up to the level of the Islamabad High Court should be called. The government itself made the law to recruit residents of Islamabad up to grade 15.
The court withdrew the stay order on other recruitments, including the police and adjourned the hearing of the case.
