How to Get CNIC Without Birth Certificate Under NADRA’s New Policy? Step-by-Step Guide

NADRA has launched a major update for birth certificate and CNIC registration. The authority now allows first-time applicants to get a CNIC without a computerized birth certificate under a temporary scheme. This targets the remaining 1.7% of adults who stay unregistered, often in rural areas with weak birth records.

Pakistan has reached 98.3% adult registration in its national identity system. Yet 1.7% of adults lack CNIC, mainly due to missing computerized birth certificates from local governments. NADRA announced this conditional facility on February 22, 2026. It runs until December 31, 2026.

First-time applicants can now apply for CNIC without a birth certificate. NADRA issues non-smart CNIC free in the normal category. Once recorded, date of birth, parentage, and place of birth become permanent. No changes allowed later.

Verification relies on family records and biometrics:

• Married women (18+): Provide Nikah Nama, parent’s CNIC, husband’s CNIC, plus biometric verification of parent and husband.
• Unmarried women (18+): Parent’s CNIC and biometric verification of one parent.
• Men (24+): Show parent’s CNIC and at least one sibling’s CNIC, plus biometric verification of one parent.

For minors, rules stay strict. A computerized birth certificate from Union Council, Municipal Committee, or Cantonment Board remains mandatory for Child Registration Certificate (CRC/B-Form). Biometrics apply: fingerprints, facial photos, and iris scans for ages 10-18; photo (iris optional) for ages 3-10.

Existing records see changes too. Age modifications cost based on difference: up to 1 year at PKR 1,000; over 3 years at PKR 5,000 (inland). The PakID mobile app now supports biometric verification and document uploads. This cuts physical visits for corrections.
