The Hari Welfare Association (HWA) convened a stakeholders’ coordination meeting under the initiative of “Strengthening Women Peasant and Rural Workers' Resilience through Local Governance

NAWABSHAH, (UrduPoint / Pakistan Point News - 26th Feb, 2026) The Hari Welfare Association (HWA) convened a stakeholders’ coordination meeting under the initiative of “Strengthening Women Peasant and Rural Workers' Resilience through Local Governance.”

The meeting aimed to strengthen institutional collaboration, and finalize coordinated actions for the upcoming implementation phase.

The session brought together key government officials, civil society representatives, trade union members, and emergency response authorities to reinforce collective efforts toward empowering women peasants and rural workers in the region.

Multiple stakeholders including Mr Zulfiqar Ali Rind Assistant Director Social Welfare Department, Mr. Akram Ali Khaskheli Executive Director – HWA, Mazhar Hussain Mallah Deputy Director Human Rights Department – SBA, Ms Farhana Saleh Deputy Director Women Development Department – SBA, Sub Inspector Hafiz Ghulam Ali with his team from Sindh Emergency Rescue Service, Ms. Habib Khatoon from Azad Hariyani Trade Union Nawabshah, Ms. Abida from Khushhal Haryani Trade Union and others were part of the meeting.

Akram Ali Khaskheli President HWA said that Women Agriculture workers in Sindh are more vulnerable in floods and other natural disasters. Government should provide and include these women workers in all rehabilitation schemes.

Habib Khatoon a General Secrtary of Azad Hariyani Trade Union Nawabshah shared that landeless Peasants are not included in Benazir Hari Card, we demand that landless peasants and actual Harris’ must be included in Hari Card Scheme.

A significant highlight of the session was the presentation of the Disaster Response Framework, designed to enhance preparedness and coordinated action during emergencies affecting rural communities.

The framework was formally notified and endorsed by participating stakeholders, marking an important step toward strengthening institutional response mechanisms at the local level.

HWA also appreciated the Government of Sindh and the Sindh Cabinet for discussing and finalizing the Rules of business under the Sindh Women Agriculture Workers Act 2019. HWA acknowledged this as a progressive and historic step toward ensuring the social protection, legal recognition, and labor rights of women agricultural workers across Sindh.

HWA emphasized that the operationalization of the Act will significantly contribute to improving working conditions, access to social security, and institutional support for women engaged in agriculture.

Participants appreciated and acknowledged HWA’s dedicated efforts in promoting women’s leadership, protecting labor rights, and enhancing resilience among vulnerable rural populations. Stakeholders and community members reaffirmed their commitment to continued collaboration for effective project implementation and sustainable impact.

The meeting concluded with a collective resolve to deepen inter-departmental coordination and strengthen local governance structures to ensure long-term resilience and empowerment of women peasants and rural workers.
