Sheikh Al-Muaiqly issued a stern warning against attempting to perform Hajj without a valid permit, clarifying that such unauthorized actions cause direct harm to fellow pilgrims and severely disrupt the organized safety, security, and crowd-management frameworks established for the pilgrimage.
