Govt pushes digital overhaul of family planning services

ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 29th Jun, 2026) Pakistan has launched a major digital transformation of its family planning and reproductive health services by introducing real time electronic reporting, training service providers and advancing new legislation to improve healthcare delivery, transparency and the protection of reproductive health rights, according to official documents.

The government has introduced the Electronic Client Record (ECR) system as part of efforts to modernise population welfare services and strengthen monitoring of family planning programmes.

Official documents available with Wealth Pakistan said 213 service providers have already been trained on the ECR system and are now submitting real-time service delivery data.

The initiative aims to improve data accuracy, enhance transparency and enable more effective monitoring of reproductive health services.

The transition from conventional reporting methods to digital records marks a significant shift in the management of family planning programmes.

Under the new system, authorities will be able to monitor service delivery in real time, track programme performance and identify service gaps more efficiently.

The government expects to achieve 100 per cent real-time data reporting through the ECR system by the end of 2026.

The report acknowledged initial implementation challenges, particularly in software understanding and usage among field staff.

However, continuous capacity-building, refresher training and technical support are being provided to ensure a smooth transition.

It said stronger data management systems are essential for evidence-based policymaking to address population and reproductive health challenges, adding that the digitisation initiative forms part of broader efforts to modernise family planning services and improve access to reproductive healthcare.

Alongside digital reforms, the government is also pursuing legislative measures to strengthen the reproductive health framework.

A Reproductive Health Bill has been approved by the provincial cabinet and is awaiting presentation before the provincial assembly.

The proposed law seeks to safeguard clients' rights, including confidentiality, privacy, informed choice, commodity security and access to quality reproductive health services.

Once enacted, it is expected to provide a stronger legal framework for protecting reproductive health rights and improving service delivery standards.

The report further highlighted efforts to boost public awareness through official websites and print, electronic and social media platforms.

It said digital technology is playing an increasingly important role in strengthening communication between service providers and policymakers, improving transparency and enabling faster, data-driven decision-making.
