Govt empowers 10 million women through mega 'Digital Financial Inclusion Drive Under BISP' : Chairperson says

ISLAMABAD, (UrduPoint / Pakistan Point News - 23rd Feb, 2026) Chairperson, Benazir Income Support Programme, Senator Rubina Khalid Monday stated that under the firm commitment of President Asif Ali Zardari and Prime Minister Shehbaz Sharif, the government’s huge mega financial support program has transitioned more than 10 million women to digital payments, ensuring transparency, dignity and empowerment, and advising women to safeguard their rights by obtaining their full payments without exploitation.

During an exclusive appearance on a morning show with ptv news, Senator Rubina Khalid revealed that the government has enabled over 10 million women to access funds digitally through a landmark financial inclusion initiative under the BISP program.

She described it as one of the largest monetary support programs in the world, designed to provide secure, direct, and transparent assistance to women across the country.

Senator Khalid further encouraged women to confidently claim their full entitlements, highlighting the opportunity to strengthen their economic independence.

She emphasized that this initiative not only ensures timely cash transfers but also empowers women to utilize these resources for their personal and family development, reinforcing dignity and self-reliance.

Senator Rubina Khalid praised the visionary foresight of Benazir Bhutto, whose idea of the Benazir Income Support Programme has transformed the lives of millions of women by granting them autonomy, recognition and a tangible identity.

She noted that this program has successfully integrated women into mainstream social and economic life, especially in previously unregistered tribal areas, providing them with a distinct identity where none existed.

Today, BISP holds one of the largest citizen databases after NADRA, reflecting the scale and impact of this pioneering initiative.

Senator Khalid also highlighted the steadfast commitment of Asif Ali Zardari in continuing and expanding this vision, ensuring that the program goes beyond cash transfers. Through skill-based training programs, digital wallets and a dynamic registration system, BISP equips women with practical tools for economic participation, enabling financial independence and boosting confidence.

She further emphasized the role of the Taleemi Wazifa program under BISP, which provides educational stipends to girls and young women, adding, combining financial assistance, education and skill development, the initiative empowers beneficiaries to make informed choices, improve livelihoods and secure a respected and dignified position in society, reflecting the enduring legacy of Benazir Bhutto’s vision and Asif Ali Zardari’ s leadership.

Responding to a query, Senator Rubina Khalid emphasized that citizens must actively participate in building a responsible society, where the state acts as a nurturing “mother” providing rights and support to all.

She highlighted the need for parents to guide their children wisely, cautioning against over-dependence and stressed the importance of strong family values, including the joint family system, to instill discipline and moral

grounding.

She also pointed to the influence of social media and the need for youth to engage in skill-based education and constructive activities, urging both parents and young people to work together to counter extremist attitudes and contribute positively to the nation’s future.
