ISLAMABAD, (APP - UrduPoint / Pakistan Point News - 23rd Jun, 2026) An Anti-Terrorism Court (ATC) on Tuesday issued a final notice to the Deputy Inspector General (DIG) Operations Islamabad for failing to submit the challan in a protest case against Pakistan Tehreek-e-Insaf (PTI) leaders and workers.
The court questioned why the contempt proceedings and punishment should not be initiated for non-compliance with court orders.
During the hearing, ATC Judge Tahir Abbas Sipra questioned the prosecution about the whereabouts of the challan. Special Prosecutor Raja Naveed informed the court that the investigation report had not yet been received.
Expressing dissatisfaction, Judge Sipra observed that the court had repeatedly directed the police to submit the challan and had already issued notices to the DIG Operations, who also failed to appear before the court.
According to the written order, the court held that, prima facie, the DIG Operations had committed disobedience of court orders and issued a final notice under Section 37 of the Anti-Terrorism Act (ATA), directing the official to explain why he should not be convicted and punished for contempt. The court ordered the DIG Operations Islamabad to submit a written reply before the next hearing.
The order noted that despite repeated directions, the investigating officer had failed to submit a complete challan, preventing the commencement of trial proceedings as the interim challan did not clearly specify the status of the accused.
<?php /*?> <?php */?>It further stated that a previous notice had already been issued to the DIG Operations under Section 37 of the ATA, requiring a written response, but neither the official appeared before the court nor submitted the required reply.
The court observed that sufficient material was available on record to proceed against the DIG Operations, who was legally obligated to ensure submission of the challan but failed to do so.
During the hearing, Special Prosecutor Raja Naveed and newly appointed Investigating Officer Inspector Zafar Iqbal sought a short adjournment to submit a detailed report and complete the challan, informing the court that the investigating officer had been replaced and that all court directions would be fully complied with.
The prosecution also informed the court that an interim challan had been filed with the Names of accused Suhail Afridi, Junaid Akbar and Abdul Ghani placed in Column No. 2 as they were yet to be arrested.
The court adjourned further proceedings until **July 6**.
