BHC calls off admission quota for federal employees’ children at BRC Loralai

QUETTA, (UrduPoint / Pakistan Point News - 13th Mar, 2026) The Balochistan High Court has suspend the implementation of a special admission quota reserved for children of Federal government employees at Capt. Waqar Kakar Shaheed Balochistan Residential College (BRC) Loralai, ordering authorities to halt admissions under the quota until further notice.

The order was issued by a bench comprising Chief Justice Muhammad Kamran Khan Malakhail and Justice Najamuddin Mengal during the hearing of a constitutional petition filed by advocate Ali Ahmed Kakar.

According to the petition, six seats in each Balochistan Residential College are reserved for children of federal government employees serving in the province. However, the petitioner argued that these seats are being allocated to non-local students from other provinces who do not hold Balochistan domicile or local.

Advocate Ali Ahmed Kakar contended that the policy deprives eligible children of federal employees belonging to Balochistan of their rightful admissions. He maintained that the practice discriminates against local students and violates constitutional and legal provisions.

He further informed the court that in the recent admission test at Capt. Waqar Kakar Shaheed BRC Loralai, students with lower scores were granted admission under the quota, while more qualified local candidates were overlooked.

He requested the court to declare the admission policy for federal employees’ children at residential colleges in Loralai and Zhob null and void.

After hearing the arguments, the court issued notices to Saleh Baloch, Provincial Secretary for Colleges and Higher education, Abdul Samad Achakzai, Principal of Capt. Waqar Kakar Shaheed BRC Loralai.

The bench directed them to submit a detailed report on the matter.

The court instructed authorities to suspend admissions against the six reserved seats in Class 7 at Capt. Waqar Kakar Shaheed Balochistan Residential Colleges until the case is decided.The court adjourned further hearings until after the Eid ul-Fitr holidays.
